United Nations High-Level Meeting on Universal Health Coverage

The 2023 United Nations High-Level Meeting (UN HLM) on universal health coverage (UHC) provides countries and all stakeholders an opportunity to reinvigorate progress towards delivering health for all.  An action-oriented outcome focusing on building resilient and equitable health systems is key to provide the basis for implementation and accountability.

What is the Action Agenda from the UHC Movement?

The Action Agenda includes action-oriented policy recommendations and concrete milestones for achieving UHC. It will be presented to the President of the UN General Assembly ahead of the negotiations on the 2023 political declaration on UHC. The Action Agenda from the UHC Movement has been drafted by an inclusive, multi-stakeholder Task Force, which brings together twenty representatives from UHC2030 constituencies and beyond. Building on the 2019 Key Asks and 2019 Political Declaration commitment areas, the Action Agenda is based on the latest data to address the challenges of the global health context. A public consultation on the Action Agenda will take place between 6 January and 6 February 2023. Learn more.

What other opportunities are there to engage on the HLM?

The President of the UN General Assembly will host an interactive multi-stakeholder hearing on UHC in April 2023. The summary report from the hearing constitutes an official input for the drafting the Political Declaration on UHC. Intergovernmental negotiations on the Political Declaration on UHC will start shortly after the hearing and should close by the end of July 2023.
