UN HLM on UHC Country Advocacy Meetings

The momentum is building at country level toward meeting the SDG 3.8 targets. Among other approaches, countries are developing financing strategies, expanding health insurance access, defining essential health benefits packages and strategizing to ensure quality of care and leaving no one behind. In addition, the first ever United Nations High-Level Meeting to discuss UHC will be held on the margins of the UN General Assembly meeting in September 2019. UHC2030 is supporting the preparatory process for the multi-stakeholder hearing of UN HLM with the President of General Assembly (PGA) and the meeting of UN HLM. UHC2030 developed Key Asks from the UHC Movement for the UN High-Level Meeting on Universal Health Coverage to feed in to the political declaration and related advocacy materials.
As the civil society constituent of UHC2030, the CSEM in collaboration with IFRC and UNAIDS will be organizing country advocacy meetings in 14 countries, using the UHC2030 Key Asks and Civil Society Priority Actions for the UN High-Level Meeting on Universal Health Coverage to mobilize political leadership and influence the overall outcome of the UN HLM. As governments implement UHC policies and strive to uphold commitments towards achieving health for all and leaving no one behind, it is important that these policies reflect the needs of their constituents. The high-level meeting on UHC provides civil society and communities with an opportunity to influence government commitments toward meeting the SDG 3 targets. These country advocacy meetings on UHC would provide civil society with a national level platform to advocate for an effective high-level meeting that results in ambitious national commitments to advance UHC. The country advocacy meetings would bring together citizens, communities, civil society, governments and multilateral stakeholders to advocate so governments attend and take specific actions at the high-level meeting and beyond to achieve UHC.
We encourage civil society to hold similar meetings in their countries. We have developed the Guidance for Country Level Advocacy Meetings for the UN HLM on UHC document, available in our e-library. The National Universal Health Coverage Questionnaire is one of the tools that government and civil society can use to determine the country’s UHC gaps and come up with commitments to fill those gaps.
