Advancing Universal Health Coverage in the Digital Age – A civil society consultation to inform UHC2030’s work on digital health

Background

In 2015, world leaders committed to achieve Universal Health Coverage by 2030 through their adoption of the Sustainable Development Goals. They reaffirmed this commitment at the High-level meetings on UHC in 2019 and and again in 2023. This is an important commitment to ensure that all people and communities receive the essential and quality health services they need, without facing financial hardship. While many countries have made progress towards this goal, around 50% of the world still lacks access to basic health services. There is an urgent need for countries to get on track to achieve UHC 2030 and for all people to receive the health services they need, as part of their right to health.

Digital health offers an important opportunity to do this. Governments endorsed the global strategy on digital health at the World Health Assembly in 2020 – a global commitment to prioritise digital health in achieving UHC. Digital health is already an important and growing part of health systems, and with almost every person on the planet now covered by a mobile broadband network, they could potentially benefit from digitally enabled health systems. The equitable, inclusive and sustainable digital transformation of health systems, and use of digital tools, offers huge opportunities to scale up access to primary health care services, strengthen resilient health systems, support individuals to better manage their own health, and close equity gaps to deliver health for all.

Purpose

OECD (on behalf of UHC2030) is convening a series of consultation workshops to gather diverse stakeholder perspectives on the opportunities, risks, barriers, and practical actions to strengthen the digital and data foundations of health systems to help achieve UHC by 2030. The outputs from the workshops will contribute to a paper that will be shared with the UHC2030 Secretariat to help inform their future focus and plans on digital health, which will form part of their Strategic Framework 2024-2027. 

As part of this process, OECD, Transform Health and the Civil Society Engagement Mechanism of UHC2030 (CSEM) are convening a consultation to learn from the experiences and perspectives of civil society around the role of digital health in advancing Universal Health Coverage (UHC). The consultation will explore civil society and community perspectives around challenges, opportunities, expectations and priority actions to harness and build trust in digital health and data to contribute to UHC goals and leaving no one behind.
