El 4th Global NCD Alliance (NCDA) Forum is just around the corner, taking place in Kigali, Rwanda, from February 13-15, 2024. As we gather to discuss critical global health challenges, we invite you to participate in two key in-person events designed to coordinate civil society engagement in advocacy efforts.
These events will focus on advancing financial protection in health systems and leveraging the Lusaka Agenda Framework for stronger health systems that effectively address non-communicable diseases (NCDs). Read on for details on how you can be a part of these important discussions!
Event 1: Leveraging the Lusaka Agenda Framework for Stronger Health Systems That Address NCDs

Launched in December 2023, the Programa de Lusaka outlines five key shifts aimed at aligning external funding with national priorities to strengthen health systems through primary health care. This framework promotes sustainable and domestically financed health services, equity in health outcomes, strategic coherence, and research and development coordination.
During this session, we will discuss how CSOs can leverage the Lusaka Agenda to advocate for equitable and resilient health systems that effectively address NCD needs.

Event 2: Unlocking Health Equity ? Addressing NCDs through UHC and Financial Protection

This session will bring together advocates for Universal Health Coverage (UHC), Primary Health Care (PHC), and NCDs?including civil society organizations (CSOs), communities, youth, and patient organizations. The discussion will focus on building a consensus on strategies and priorities for coordinated advocacy efforts to achieve health financial protection ahead of the 4th UN High-Level Meeting on NCDs. Additionally, participants will explore how to advance progress toward Sustainable Development Goals (SDG) target 3.8 on UHC and SDG target 3.4 on NCDs within the broader SDG framework.
